Frankie would go on to keep the name and put another band together called The Dreams. The guys were very much against the Vietnam War and would try to protest it through their brand of fine soulful harmonies. Eventually they were helped along by Norman Hylton and Larry Bell (Formerly of the Argo famed Carlton’s) who had set up ‘Pure Street Production’ a management company for up-and-coming hopefuls as part of an economic development grant. Hylton took a real shine to the band but he also wanted to add to the group to make a larger ensemble, so he tasked the band with adding new talent. Bassist Michael Rogers and Drummer Donald Radcliff were added, and later guitarist Steve “Tai” Woods was recruited, eventually Zachary Long would replace Radcliff. After several spiritual experiences Hylton, who was already a convert to Islam helped them transgress to the fold and there the “Father’s Children” were born, and the “Dreams” were no more. In 1972, Saleem (Formerly Hylton) was introduced to studio magnate Robert Hosea Williams, who owned several small studios and worked with Gil Scott Heron and Van McCoy. Hylton decided to pass the band over to ‘Fly Enterprises’ who would hopefully drive the band to better things. They already had the tracks “Everybody’s Got a Problem” and later that year added “In Shallah” which are the two tracks on this release.\u003c\/p\u003e\n\u003cp\u003eThese tracks and others allowed them to tour to Texas and as far afield as Bermuda before eventually returning to DC. Eventually in 1976 Fly Enterprises went bust with no funds to pay for the master tapes of the bands recordings Robert Hosea Williams took the masters adding them to his portfolio. The band were in the musical wilderness for a year or two with members trying to pursue personal projects which sadly never really ended up coming to much. A strange but chance meet with a guy named ‘Raheem’ and under the guise of a band member managed to get the band signed to Mercury Records which led to their 1979 self-titled Album release. With a few members being replaced they released the single “Hollywood Dreaming” bw “Shine On” which failed to chart and ultimately led to Mercury pulling the plug on their short-lived career. The band slowly dissolved with some of the group staying lifelong friends as they had previously. In 2005 the group reformed and released a self-funded album titled “Sky’s The Limit” for a brief chance of the limelight. Luckily Robert Hosea Williams had the foresight to preserve the master tapes from those early sessions and these masterful tracks were released on a 2011 Numero LP from which these 2 tracks were lifted for a 7” release. AFTER RECORDING PROJECTS AT PLYNTH STUDIOS IN LIBERTYVILLE, STUDIO OWNER TOM IZZO INTODUCED RON GRACE TO MORRIS “RONNIE” MOORE, OWNER OF THE TRA-MOR RECORD LABEL. THE TWO INSTANTLY MESSED AND GRACE PRODUCED A SINGLE ON TRA-MOR’S LONE SRTIST AT THE TIME, ERNEST JONES. THAT SESSION RESULTED IN “I CAN’T LIVE WITHOUT YOU” B\/W “BROKEN DREAMS”. THE RECORD MADE A BIT OF LOCAL NOISE AND SUBSEQUENTLY BECAME A “NORTHERN SOUL” COLLECTABLE IN THE U.K. AFTER MAKING GRACE A PARTNER AT TRA-MOR, MOORE WANTED TO EXPND HIS ARTIST ROSTER. GRACE THEN CALLED ON HIS CURTOM COLLEAGUE, CLIFF CURRY OF THE NOTATIONS. CLIFF PROCEEDED TO CONNECT THEM WITH GROUP THAT HE HAD OFTEN WORKED WITH –THE PROCEDURES.\u003cbr\u003e\u003cbr\u003eCONSISTING OF FRED ESCOBAR, BILLY SIMS, ROBERT SMITH, AND ANTHONY MCDANIELS, THE FIRST RELEASE OF THE PROCEDURES WAS A TUNE CO-WRITEN BY FRED ESCOBAR AND BRAD BOBO-“MAGIC MIRROR”. THE ARRANGEMENT WAS DONE BY CHICAGO LEGEND TOM WASHINGTON(TOM TOM ’84). BACKED WITH THE INSTRUMENTAL TRACK, THE RECORD WAS BARELY NOTICED. FOR THE SECOND RELEASE IN 1975, RON GRACE OFFERED A UNE HE’D WRITTEN AND CUT ON HIMSELF A YEAR EARLIER. HIS AND FRED’S VOICES WERE CLOSE ENOUGH THAT IT STAYED IN THE ORIGINAL KEY. “GIVE ME ONE MORE CHANCE” WOULD BE THE PROCEDURES NEXT SINGLE, BACKED WITH A REVAMPED “MAGIC MIRROR”. AFTER RECORDING PROJECTS AT PLYNTH STUDIOS IN LIBERTYVILLE, STUDIO OWNER TOM IZZO INTODUCED RON GRACE TO MORRIS “RONNIE” MOORE, OWNER OF THE TRA-MOR RECORD LABEL. THE TWO INSTANTLY MESSED AND GRACE PRODUCED A SINGLE ON TRA-MOR’S LONE SRTIST AT THE TIME, ERNEST JONES. THAT SESSION RESULTED IN “I CAN’T LIVE WITHOUT YOU” B\/W “BROKEN DREAMS”. THE RECORD MADE A BIT OF LOCAL NOISE AND SUBSEQUENTLY BECAME A “NORTHERN SOUL” COLLECTABLE IN THE U.K. AFTER MAKING GRACE A PARTNER AT TRA-MOR, MOORE WANTED TO EXPND HIS ARTIST ROSTER. GRACE THEN CALLED ON HIS CURTOM COLLEAGUE, CLIFF CURRY OF THE NOTATIONS. CLIFF PROCEEDED TO CONNECT THEM WITH GROUP THAT HE HAD OFTEN WORKED WITH –THE PROCEDURES.\u003cbr\u003e\u003cbr\u003eCONSISTING OF FRED ESCOBAR, BILLY SIMS, ROBERT SMITH, AND ANTHONY MCDANIELS, THE FIRST RELEASE OF THE PROCEDURES WAS A TUNE CO-WRITEN BY FRED ESCOBAR AND BRAD BOBO-“MAGIC MIRROR”. THE ARRANGEMENT WAS DONE BY CHICAGO LEGEND TOM WASHINGTON(TOM TOM ’84). BACKED WITH THE INSTRUMENTAL TRACK, THE RECORD WAS BARELY NOTICED. FOR THE SECOND RELEASE IN 1975, RON GRACE OFFERED A UNE HE’D WRITTEN AND CUT ON HIMSELF A YEAR EARLIER. HIS AND FRED’S VOICES WERE CLOSE ENOUGH THAT IT STAYED IN THE ORIGINAL KEY. “GIVE ME ONE MORE CHANCE” WOULD BE THE PROCEDURES NEXT SINGLE, BACKED WITH A REVAMPED “MAGIC MIRROR”. AT THIS TIME, THE PROCEDURES THEMSELVES WERE REVAMPED, WITH THE ADDITION OF WALTER JONES (FIVE CROWNS: NOTATIONS) REPLACING ANTHONY MCDANIELS. TOM TOM’S ARRANGEMENTS WERE BRILLIANT. THE SESSIONS WERE CUT AT GARY HEDDEN’S HEDDEN EST STUDIOS IN NEARBY SCHAUMBURG. THE SESSION MUSICIANS WERE COMPRISED OF WHO’S WHO OF CHICAGO STUDIO PLAYERS. Hailing from New York, a diamond dealer by day and a bassist by night, Arthur joined his first band in ’66. He was living in the tiny community of Inverness, just North of San Francisco when he recorded ‘So Close To You’, which featured mainly local musicians from the West Marin area. “Between around 1980 and 2010, if someone told me I’d see any interest let alone money from my album, I’d have thought they were hallucinating” says Arthur. In 2010, the DJ son of a friend of Arthur’s saw an original copy of ‘Joy’ hanging on the wall of A-1 records in New York, priced at $50. Soon afterwards, compiler Mark Taylor tracked Arthur down on Facebook and the pair met in London, where by happy coincidence Arthur had a brief flight stopover. “We met Mark in a coffee place just outside security and sold him the box of records.
